Policy area 1

Housing and homelessness

Policy choices. Build a local system of care alongside housing; her record also supports affordable homes and firmer camping rules.

By topic

Homelessness

Pair housing with guaranteed mental health and addiction services, and continue a locally responsive system of care that connects people experiencing homelessness with appropriate treatment and services. On the council she moved the 2023 renewal of County C3 outreach, a multidisciplinary street team and the Exodus STEP program (5-0) and the March 2026 direction to design a City-controlled, housing-first system of care to replace the SaMoShel model (6-0); in July 2026 she voted for the Palm Motel and non-congregate interim housing plan, moved to prioritize properties outside Santa Monica (no second recorded), and voted against requiring SaMoShel to stay open until the site search returns. In September 2024 she moved the ordinance restoring sleeping bags and bedrolls as evidence of illegal camping (4-3).

Affordable homes

No 2026 campaign position reviewed. On the council in July 2022 she proposed raising the city's transfer-tax measure from $20 to $30 per $1,000 above $8 million and sending the difference entirely to affordable housing projects, with a 15-20 year sunset; the proposal was not taken up, and she voted for the measure as amended (6-1). She also voted for the 2021 Housing Element and the 2024 tenant-protection ordinance.
